European Union leaders have wrapped a summit in Brussels with promises to underpin growth and jobs threatened by the global financial crisis.
French President Nicolas Sarkozy, who chaired the two-days of talks, urged all EU nations to consider adopting an economic stimulus package, following a concerted 2.2 trillion euro rescue plan for banks. The 27 EU leaders said they would set up a financial crisis cell to act as an early warning system and beef up Europe-wide supervision of cross-border finance groups. Despite the current financial and economic woes, the EU agreed to stick to a December deadline for adopting new laws to combat climate. EU Leaders also endorsed stricter immigration guidelines and they hardened their stance towards Russia by insisting that its pull-out from Georgia was not enough to merit the re-opening of talks on a partnership deal.
