European leaders have called for a complete overhaul of the world's financial system in order to prevent future crises.
On arriving in Brussels for a two-day EU summit, German Chancellor Angela Merkel said she explicitly supported the idea of holding a global summit this year with the heads of state and government of the G8 countries and the emerging markets. British Prime Minister Gordon Brown called for a rebuilding of the International Monetary Fund (IMF) as the keystone of global market regulation and said an early warning system was needed to detect potential future shocks to the global economy.
