Speaking in Harare after returning from the UN General Assembly, Mugabe said negotiators were discussing four unresolved ministries. Tsvangirai said on the weekend that it was urgent to form a new government to ensure food supplies. Mugabe signed an accord for a power-sharing government two weeks ago, the first time he has surrendered power in nearly three decades.
