Pyongyang had said it would reactivate the Yongbyon plant amid disputes over a disarmament-for-aid deal. North Korea said Washington had not removed it, as promised, from a list of state sponsors of terrorism. The UN atomic watchdog's 35-member board of governors has meanwhile gathered in Vienna for a week-long meeting where Iran's controversial atomic drive was once again expected to top the agenda. In addition to Iran, IAEA governors were also expected to be updated on Syria and Libya and their alleged clandestine nuclear programmes.
