radar treaties are to be signed in early July. According to so far unconfirmed information, U.S. Secretary of State Condoleezza Rice is to arrive in Prague on July 10 to sign them. The treaties must be ratified by Czech parliament and signed by President Vaclav Klaus to take effect. However, it is not certain whether they will make it through the Chamber of Deputies. The left opposition Social Democrats (CSSD) and the KSCM oppose the project. Moreover, two deputies of the junior ruling Greens said they would not vote for the radar. The centre-right government coalition of the Civic Democrats (ODS), the Christian Democrats (KDU-CSL) and the SZ has only 100 deputies in the 200-seat lower house and it must rely on support of two former CSSD MPs in crucial votes. The government has completed its talks with the USA on the main radar treaty, while the negotiations on the complementary SOFA treaty, dealing with U.S. soldiers' status on Czech territory still continue. Foreign Minister Schwarzenberg confirmed in Washington on Wednesday that Rice would arrive in the Czech Republic in early July. He also said he would offer his resignation if Czech parliament did not pass the bilateral treaty on the U.S. radar base. Two-thirds of the Czech public are opposed to the radar base, according to the latest public opinion polls.
