Rice prices 'to keep on rising' ... Karzai will ask them to support a 50-billion-dollar plan that aims to rebuild the war-wracked country over the next five years. United States Secretary of State Condoleezza Rice has said the US will pledge 10 billion dollars for this year and the next. Germany has pledged 420 million euros in aid up to 2010. US officials have also announced a 60-million-dollar plan to issue vouchers to help Afghan farmers buy necessary goods. They said the programme was partly aimed at reducing farmers' reliance on opium poppies. The announcement came as the Security Council called on UN members to do more to combat the Afghan drug trade, saying that opium production was a danger to regional and international security. Taliban militants in Afghanistan use profits from the drug trade to finance their insurgency.
