Sarkozy drops text-message case ... presidency from Slovenia on July 1. Energy policy, including the soaring prices of oil and gas, and climate change were expected to be on top of the agenda. Ahead of the talks, Berlin conceded that there was little hope of resolving a row over European plans to reduce carbon emissions from cars by 2012. Germany opposes the plans which would favour smaller, less pollutive French cars over the larger German models. Another contentious issue is Sarkozy's proposal to cap value-added tax on oil across the EU to help countries deal with soaring oil prices.
