He said the Lisbon treaty significantly changes the character of the European Union and thus also the Czech Republic's legal position in the EU. Klaus, a conservative and an economist by training, is known as an opponent of what he calls the EU super-state idea.
He is the former long-standing chairman and current honorary chairman of the Czech ODS, a party presenting itself as "Eurorealists" and openly preferring Europe's economic cooperation to political integration. To take effect as of 2009, the Lisbon treaty needs to be ratified by all 27 EU members. The Czech government asserts the Czech parliament will take the ratification vote after the US completes the assessment. Some observers say, however, that there will be little time left for the Czech ratification and Prague need not manage it by the end of the year.
