China objected to the first two drafts of the council statement but agreed to Friday's text, which dropped all references to detained pro-democracy leader Aung San Suu Kyi. It also dropped language saying the military junta in Rangoon should guarantee free expression, association and assembly in the political process leading to the referendum. Burma's UN Ambassador Kyaw Tint Swe called the council statement "highly objectionable".
